As a collaborator with the European Center for Minority Issues Kosovo, D&D Business Support Center is implementing the project “Recycling Matters Activity – Fushë Kosovë/Kosovo Polje. This USAID-funded project aims to increase socio-economic cohesion and deliver sustainable livelihoods among Roma, Ashkali, and Egyptian informal waste collectors (IWC) in Kosovo. As part of this intervention, sustainable recycling models will be promoted by the private sector in partnership with communities and the municipality of Fushë Kosovë/Kosovo Polje, as well as trying to replicate them in other cities beyond this municipality, thus, further communities intend to also benefit.


To reach the purpose of this project, one of the activities will be to develop a feasibility study which will specifically examine the prospects of expanding the separation at source at the Municipality of Kosovo Polje, as well as the challenges ahead, lessons learned, roles of various participants in the process, municipality, public waste collection companies, infrastructure, and the communities within these municipalities.

This feasibility study will seek ways of supporting the informal waste collectors to allow them to generate income through their work for themselves and their families but carry out this work in formalized manned and under better conditions.

Specifically, the purpose of this contract is to provide development of Feasibility Study for waste collector’s needs.


It is intended that D&D BSC contract (2) experts to conduct feasibility and market research studies for informal waste collectors in order to determine the best approaches for formalizing Collection, Sorting, and Processing. The most viable strategies will be recommended through the assessment of business viability of these models, which will facilitate the implementation of tailor-made activities.


The consultancy engaged to undertake the assignment must fulfil the following minimum requirements:

  • At least University Degree in economics, environmental engineering or related field.

  • Practical experience on facility feasibility studies of small and medium enterprises of different economic sectors.

  • Experience with data analysis utilizing complex spreadsheets.

  • Ability to effectively manage multiple tasks, involving complex and varying technical problems.

  • Strong verbal and written communication skills.

  • Ability to work both independently and as part of a team.

  • Extremely organized with strong time-management skills.

  • Minimum 3 years of experience.
