
The project aims to support the Ministry of Environment, Spatial Planning, and Infrastructure (MESPI) in drafting a new Law on Waste Management that aligns with the EU Waste Framework Directive and best international practices. The new law will enhance waste management policies, institutional structures, and enforcement mechanisms, ensuring a clear legal framework for waste collection, treatment, recycling, and disposal. It will also introduce Extended Producer Responsibility (EPR) schemes, regulate the Deposit Refund System (DRS), and promote inter-municipal cooperation for integrated waste management planning. Through a participatory process, the project will engage national and municipal stakeholders, waste operators, and civil society to ensure effective policy development, legal harmonization, and financial sustainability of the waste sector.
